We believe in these tenets for the Molinar for District 4 campaign platform
Public Safety

DEFEND the El Paso Police Department budget and not reduce it.

Do not replace commissioned El Paso Police Department personnel and/or their response teams (Special Weapons and Tactics, Crisis Management Team, Crimes Against Persons, Crimes Against Children, etc.) with an alternative response entity.

Establish a bond oversight committee for the $413M Public Safety bond. At present, there is no oversight committee for this bond which was recently passed by the voters in November of 2019.

These actions will serve to further the continuation of our designation as one of the largest
safest cities in this country.

Fiscal Responsibility and Debt Management

Stop the blatant issuance of Certificates of Obligation (CO).

COs do not require voter approval and have been used to cover new projects, special projects and pay for the 2012 Quality of Life projects.

Follow the recently enacted Texas Senate Bill 2 in order to adjust and prepare annual City of El Paso budgets accordingly.

Although COVID 19 has struck the economic heart of El Paso, we must make great strides in strategic planning for the present and future.

Land Conservation and Preservation of Natural Open Space

Work with all entities to conserve/preserve land within the city of El Paso and surroundingareas.Enact conservation easements (legal agreement that permanently limits uses of the land in order to protect its conservation values), i.e. Knapp Land and Lost Dog Trail.
